The first failure boundary is EtherNet/IP configuration. IP address, subnet, device identity, CIP encoder profile, controller project, and cyclic data size must match the original installation. Link LEDs can be normal even when the encoder is not accepted by the PLC due to wrong configuration or parameter mismatch.

This replacement fails when Ethernet link is present, but the PLC has no valid position because IP settings, device configuration, 13/12-bit resolution mapping, preset value, or counting direction does not match the previous encoder. That is a network-parameter failure, not a sensing failure.
